H.E. Saleumxay KOMMASITH, Minister for Foreign Affairs of the Lao PDR continued to chair the 17th ASEAN Plus Three Foreign Ministers’ Meeting, the 6th East Asia Summit Foreign Ministers’ Meeting on the 26th July 2016, at the National Convention Centre in Vientiane, Laos.

The 17th ASEAN Plus Three Foreign Ministers’ Meeting (ASEAN Plus China, Japan, ROK) valued the ASEAN Plus Three Cooperation since its establishment in 1997. The ASEAN Plus Three cooperation has achieve significant progress in many areas of cooperation particularly in finance and food security. The meeting welcomed the Chiang Mai Initiative Multilateralisation (CMIM), ASEAN Plus Three Macroeconomic Research Office (AMRO), the Asian Born Market Initiative (ABMI), the Credit Guaranty Investment Facility (CGIF) that has been continuously strengthened to serve as regional financial safety net to ensure the economic stability in the region. The Ministers also encouraged to see food security that has continuously being guaranteed by implementing the ASEAN Plus Three Emergency Rice Reserve (APTERR). They reiterated the important role of the ASEAN Plus Three mechanism in promoting peace, stability and development in the region as well as encouraged relevant officials to continue implementing the 2013-2017 Work Plan and the recommendations of the East Asia Vision Group II (EAVG II) aimed at advancing ASEAN Plus Three cooperation to the higher level. The Meeting expressed strong support to the initiative by Laos, namely the draft ASEAN Plus Three Statement on Promoting Sustainable Development Cooperation, to be adopted at the 19th ASEAN Plus Three Summit to be held in September 2016 in Vientiane, Laos.

The 6th East Asia Summit Foreign Ministers’ Meeting welcomed the progress in the implementation on the 6 priority areas of the East Asia Summit, namely finance, energy, environment, education and communicable deceases, disaster management and ASEAN Connectivity as well as the ongoing activities to strength the East Asia Summit, including the implementation of the Kuala Lumpur Declaration. The Ministers reiterated their commitment to strengthening the role of the East Asia Summit as the Leaders-led forum for dialogue on strategics, political and economic issues of common interest and concern, aimed at promoting peace, stability and economic prosperity in the region. In preparation for the 11th East Asia Summit, the Meeting discussed various initiatives to enhance East Asia Summit cooperation. In this regard, the Ministers expressed their support for the Draft Vientiane Declaration on Promoting Infrastructure Development Cooperation in East Asia proposed by Laos, as Chair of ASEAN and also Chair of the East Asia Summit, to be adopted by the leaders at the 11th East Asia Summit. The Ministers also exchanged views on regional and international issues of common interest and concern.
