Your Excellency,

            I have learned of a tropical storm Tembin, hit the southern part of the Philippines on the 22nd December 2017, causing tremendous loss of lives and extensive damage to properties of the people of the Philippines.

            On behalf of the Government and People of the Lao People’s Democratic Republic and my own behalf, I would like to express my deepest sympathy to Your Excellency and through you to the Government and People of the Philippines, particularly to those families of the victims who have been affected by the disaster.

            I am confident that under intensive determination by Your Excellency and the Government of the Philippines, the people of the Philippines will be able to overcome various difficulties and restore the living condition of the victims to normalcy in the affected areas soon.
