Certification of Cooperation

                           Between International Cooperation Company limited headed by Mr. Khamphan   PANYAVONG

Who   was director of   the aforementioned company and   Sinla     Construction Company    headed    by

Mr. Sinhyaninn, Representative Director from Korea

            Though consultation on the issue of rail road construction in Lao PDR and other    construction project which the two parties agreed to seek funding to construction the aforementioned project.

            Particularly in the recent year, the governments of Lao PDR as well as concern Ministry have authorized International Cooperation Company Limited which was directed by Mr. Khamphan PANYAVONG (Director) as followed:

1.       Number 138 dated 13/1/2004 Authorization from Prime Minister Office.

2.       Number 112/MAF dated 11/04/2003 certify from Ministry of Agriculture and forestry.

3.       Number 025/PI dated 13/05/1998 appointed by planning and Investment committee.

4.       Number 381/MOF dated 19/02/1996 From Ministry of Finance.

5.       Number 48/PS dated 05/11/2003 from National Tourism Authority.

6.       Number 968/MCTPC dated 02/05/2000 from Ministry of Communication, Transportation, Post and Construction.

These authorizations were still effective.

Therefore, I would like to certify that International Cooperation Company limited headed by Mr.Khamphan PANYAVONG (Director) was capable in seeking for fund and project with Sinla Construction Company headed by Mr. Sinhyaninn. This seeking of fund and project will be very effective and can contribute to the National wealth and development.
