11th EAS

On 8 September 2016, at the National Convention Center in Vientiane, Laos, His Excellency Thongloun SISOULITH, Prime Minister of the Lao PDR continued to chair the Summits between ASEAN and its Dialogue Partners, namely the 14th ASEAN-India Summit, 4th ASEAN-U.S. Summit, and the 11th East Asia Summit. The outcomes of these Summits are as follows:

  • The 14th ASEAN-India Summit highly valued ASEAN-India cooperation over the past 24 years, particularly in terms of connectivity, trade, investment, ICT, and people-to-people exchanges. ASEAN Leaders appreciated India’s commitment to closer engagement with ASEAN through its Act East Policy. The Leaders of ASEAN and India noted that both sides still have enormous potential to be tapped to bolster greater trade and investment interactions. The Meeting underlined the importance of enhancing infrastructure and digital connectivity between ASEAN and India, including through utilizing India’s USD 1 billion Line of Credit. The Leaders agreed to carry out activities to commemorate the 25th Anniversary of ASEAN-India Dialogue Relations in 2017.
  • The 4th ASEAN-U.S. Summit noted with appreciation U.S. cooperation in the Asia-Pacific, including ASEAN through the U.S.’s foreign policy of ‘Rebalancing to Asia’. The Leaders expressed satisfaction with the progress of ASEAN-U.S. cooperation, particularly after the elevation of ASEAN-U.S relations to a strategic level last year. The Leaders also highly valued the successful convening of the ASEAN-U.S. Special Leaders’ Summit early this year in Sunnylands, the United States of America. The Meeting agreed to task relevant officials of both sides to continue to work closely in order to effectively implement new five-year Plan of Action (2016-2020) as well as various initiatives of the U.S. in promoting economic, trade and energy cooperation. During the Summit, Prime Minister Thongloun SISOULITH expressed his appreciation to President Barack Obama for his attendance at the meeting as well as his official visit to Laos, making him the first U.S’ President in history to visit Laos.
  • At the 11th East Asia Summit (EAS), the Leaders of ASEAN and its eight Dialogue Partners (China, Japan, ROK, India, Australia, New Zealand, U.S. and Russia) reviewed the cooperation over the past years, especially the implementation of the six priority areas of the EAS, namely finance, education, energy and environment, global health and communication diseases, disaster management and ASEAN Connectivity as well as the decisions and outcome documents of previous Summits, particularly the Kuala Lumpur Declaration on the 10th Anniversary of the East Asia Summit adopted in 2015. The Leaders reiterated the importance of the EAS as a Leaders-led forum for dialogue on broad strategic, political and economic issues of common interest and concern, and reaffirmed their commitment to enhancing the said mechanism with a view to contributing to the promotion of peace, stability and economic prosperity in East Asia and the world at large. Most importantly, the EAS Leaders adopted a number of important documents, namely the Vientiane Declaration on Promoting Infrastructure Development Cooperation in East Asia proposed by Laos, EAS Declaration on Strengthening Responses to Migrants in Crisis and Trafficking in Persons, and EAS Statement on Non-proliferation.
