Prior to the Summit Meetings, On 13 November 2018, Mr. Saleumxay Kommasith, Minister of Foreign Affairs of the Lao PDR, led Lao delegation attended the 18^th ASEAN Political-Security Council (APSC) Meeting. The agenda included discussions on the recent developments in the implementation of the APSC Blueprint 2025, updated in the ASEAN Sectoral Bodies, and other points under the Political-Security Community Pillar.

In responded to the invitation of Mr. Bounnhang Vorachit, President of Lao PDR, Mr. Miguel Mario Diaz-Canel Bermudez, President of State Council of Cuba paid an official state-visit to Laos from 10-11 November 2018.

On 8 November 2018, at Prime Minister Office, Prime Minister Thongloun Sisoulith received a courtesy call from Mr. Mevlüt Çavuşoğlu, Foreign Minister of Turkey.
