Excellency,

We have learned with deep sorrow over thebomb blast occurred in subway in St. Petersburg on 4 April 2017, perpetrated by terrorist act which through numerous innocent people were killed and wounded.

On behalf of the Government and the people of the Lao PDR, we would like to express our deep condolences and sympathy to the Government and the Russian People as well as bereaved families of the victims affected by this brutal attack and act of cruelty for which there is no justification.

The Lao PDR strongly condemns this terror attack and stands side by side in solidarity with the Russian federation to cooperate with the international community in the fight against any forms of terrorism and violence.

Please accept, Excellency, the assurances of my highest consideration.
